People who don't use car seats correctly. Extended rear facing and extended boostering is a personal choice for our family.
But....follow the manufactures rules and state laws.
For example..
5 year old in front seat of vehicle with no restraint device when there are empty available seats in rest of vehicle.
Forward facing 6 month old because "child can't see anything facing back of car."
18 month old in highback booster seat(using the seat belt) because "he's too big for car seat."
Seriously people! There are affordable safe options for your children, you don't have to spend $400 on a seat for your child.
The safest seat is the one that fits your child correctly and the one you use correctly 100% of the time.
It's not that difficult! Okay, I'll get down off my soapbox now.
